There are 'rumors' floating around that retirement visa (or extension of stay) based on a Non O visa may be added to the list of approved visa types in the near future. No guarantee, but might be worth waiting for; up to you.

If your retirement visa (or extension of stay) is based on a OA visa then you can apply. If based on a Non O visa then no not yet.

hello mate I got my OAVisa in my country 15 years ago and then keep renewing every year in Thailand retirement visa , on each passport I changed to new one they stamped my first OA and all information on it ,now I am stranded out of Thailand and have my retirement visa and multiple entry till March 2021 , so shall I apply for CoE to go back Thailand,.

exactly the same as me ...although I am married to a thai , so could go back anytime , providing I jump thru all the hoops ....so like many thousands of others I am waiting for quarantine to end

Based off an initial OA then you should be able to apply for the CofE.

I’m assuming you don’t have a residence permit as they are very unusual (but can be got) - but if you do then you are allowed.
