Sharing my experience (April 2023) getting a 90 day non immigrant O Visa at the Penang Thai consulate.
I requested this Visa based on being a spouse and that my husband already has a Non Immigrant O Visa based on retirement.
No appointment needed. Collect paperwork forms at window outside and get in Q. Opens at 9am. I made it to the counter at 10:30am (1.5hr wait). Dress appropriately, which means no shorts or exposed shoulders, and bring a mask. Bring 2 photos. Provide bank statements (mine were recent statements from banks not in Thailand), copies of passports for both of us, and husband's visa stamp, residence/lease paper in Thailand. Marriage document and copy: they verify originals and keep copy only.
Paid 320RM.
Pickup of passport was next day afternoon.
Very efficient and organized. Toilet and water dispenser inside. But there isn't a place to make photos or photocopies nearby as it's a residential area.
After arriving in Thailand, I then extended the 90 day ‘trailing spouse’ visa at Jomtien immigration to the same expiry date as my husband's.
Jomtien immigration required all the same paperwork and also requested a MFA certified and translated marriage certificate.
