Do I need to send my passport for a non-immigrant 'O' visa application for marriage in the US?

Dear Visa Avice Group

If I apply for a non immigrant “o” visa for marriage in the US, must I send them my passport? If so how long does it take to get approval and get my passport returned? 

My concern is i need my passport for travel outside US while this is being approved.

Any suggestions as to best Thai Embassy on East Cosst US?  Washington?
