The Thai Embassy website is confusing to me. I’m looking for a One Year Non-Immigrant Multi-Entry Visa (I believe this is the one I’m looking for).
Can someone from the United States help me out and tell me the correct link to use to complete my application?
My flight departs June 13.

That Thai Visa is NOT available to Americans. Suggest you explore further the Thai Visas available on the websites of the Thai Embassy or Consulate websites in USA.
these are the common found requirements for the one year extension of stay as retired from your local Thai immigration office where you live in Thailand
suggest you look at the OA and O Visa for retirement. The requirements for EACH are different. The OA allows you to use your money in the USA to qualify for the visa. The O requires a cash deposit of 800,000 Thai baht in a Thai bank account in your name only.
you need to Apply for the Non O Visa as retiree. .
AND when you arrive into Thailand you will get 90 days STAMP to Stay.
THEN to stay longer you will need to meet the requirements for the One year extension of stay as retired... 800,000 Thai baht deposited into a Thai bank account in your name only.
