I heard there will be an immigration office on Koh Phangan open on April 8.
1. is it only open for one day (which is what I heard), or will it be open longer (if yes, when, only certain days?)

I entered Thailand from Malaysia on March 16, got the visa waiver/visa on arrival 30 day (I think that's the term), and now wanna get a 30 day extension: DO I NEED A LETTER saying unable due to C19 from the Austrian Embassy (my husband is US citizen, same situation, does he need one?) or is that not necessary since the 30 day extension is technically speaking still within the allowed extension frame?
1. Regarding the immigration offices, I read in another post the officers want you to come the very day your visa expires or a day earlier, to avoid the masses. Is that correct?
