TLDR : Answer Summary
The impact of the end of the visa amnesty on land crossings is currently uncertain, as the rules regarding immigration after the amnesty have not yet been defined. It's recommended to prepare alternative plans for leaving Thailand or obtaining the appropriate visa for an extended stay.
We really do not know when a Thai land border will be opened again.
Thai Immigration has been kind to grant you an amnesty up to July 31. Such time is important for you to prepare a Plan B to leave Thailand and or get the correct visa for your long term stay.
And we do not know if Thai consulates will be granting new Tourist or Ed Visas for those who have had them before and have had the added months of amnesty extensions in Thailand.
