TLDR : Answer Summary
The current situation regarding the visa amnesty in Thailand is that while there are discussions about the extension being approved until September 26, the official confirmation is pending publication in the Royal Gazette. It has been indicated by some commenters that once the extension is officially announced, it will be automatic, and individuals may not need to go to immigration. However, some expats have experienced confusion and conflicting information from immigration officials about their specific situations and what steps to take. It's advised to exercise patience and wait for the official announcement regarding the visa amnesty.
NON-O RETIREMENT VISA RESOURCES / SERVICES

I called immigration, and spoke to another contact in immigration and was told you should go to immigration, a lot is up-to what you provide and reasons. If you don't go before 31st, then you must leave shortly after September 26, but I am sure things will be reviewed again.
Two weeks ago, I spoke to a lady at immigration, she said no no no, then in the same conversation a police who is linked to Immigration said yes yes yes. Both then said wait and see. It's frustrating.
Thailand atm need to make it easier. Free visa until 2021.
I was on Non B, but it expired and I used two cross border tourist visas, because CV hit and I wasn't prepared to go to Laos, for a new NonB, mainly because of CV.
Hope they understand.

I also checked the immigration website. No mention.
I sure wish one of the very reputable news sources would call immigration and inform them of their policies. I wonder why they don't read those news sites?

We called Rayong Immigration today, they are as clueless as everyone else. They also assume it will be extended (due to cabinet announcement) but of course need to wait for Royal Gazette π

I went imigration yesterday to ask if I was included in this amnesty, my NON O VISA multi-entry exspired on 30 June, with last stamp on 11 June 90 day's VISA run..
She told me they had no confirmation from government and I had to do a 60 day stamp now.
Many other from EU was there for same reason, and they all stamped the 60 day.. I said I'll return before 31..
But do this amnesty also apply for non o visa multi-entry bec imigration was to no help whatsoever..

So i was waiting for 2 hour's for absolutely no reason.. hahaha
But again they knew nothing as she said about any extension what so ever.. but imigration in changmai told all coming in for visa, to hang on and not do visa
What is the problem? Your guy's don't understand nothing?? Already confirmed to 26 September and is automatic so don't need to go to immigration ππππππ

I hope well for all. And especially me (to be honest).
I remember a similar situation recently regarding alcohol band. They made an announcement. The bands to be lifted ..., but not alcohol. Then by the time it got printed in the Royal Gazette, the alcohol band was to be lifted.
The point is, regardless of rumors, some news source says, or even public officials, until its printed in the Gazette it is not fact. And things can change before it gets printed in the Gazette.

The amnesty proposal to extend until Sept 26th WAS approved by the cabinet and now it is being sent to Prayuth to sign and then it will be published in the Royal Gazette and THEN it will be official.
Sit tight, wait it out, they will make an official announcement when it is an actual rule..
You DO NOT need to do anything once it's extended, it is automatic.

It really is rather strange. Similar with embassy sites that looks like they were made in f'ng frontpage (remember that? π )
But they can do sleek stuff like Grab or Foodpanda. Is it because government web dev is in-house, perhaps?

seems they are running some kind of oldskool plesk platform to make it even worse too,

probably means nothing to you guys but essentially anyone could be in this site in under an hour easily if you know what you doing, i wont bother though and ill stop tinkering but yeah really bad.

omg as a web developer looking at the immigration site, shockingly bad lol, I could probably get in the back end of the admin panel in under an hour, god knows what info they have stored in the database attached to this site but wouldnt take long to get into at all
pretty shocking really, a government site sat on an out of date wordpress site which is easily hackable plus they have made no attempt at all to even change admin urls etc, no doubt alot of the ports are left open on the web server too, oosh, i best not but I could no doubt go into the db and change all dates haha.

Im no expert but I think you all should know, Amnesty means no visas are in affect and any tourist visa etc out of date is irrelevant now until Sept.
So to answer, no you do not have to go show your face on a tourist visa/extend/report, they will only tell you to go home and nothing to be done as its a visa Amnesty period, someone said reporting is still being done online? heard some news of an app anyway but
But I do not believe it to be true as I read the following 'mandatory 90-day reporting for foreigners residing in Thailand is also suspended' so I think even on the 90 day reporting you do not need to bother, try it?
