I wish people would stop trying to scare you. You should be fine. I'm sure you paid your overstay fines and you've been gone long enough now that any dust should be settled. Get on the plane and come on back.
You might attract extra attention at the border with your history, but as long as you are prepared for some questioning, have proof you comply with requirements you might be OK.
Allthough for DTV you don't need any proof of onward travel, it might be an idea you can convince them you will leave this time within 180 days.
DTV is issued by the MoFA while your habitual overstay issue is with the Department of Immigration. 3 times shows that you canβt be trusted to follow immigration laws and therefore an issue for Thailand.
