I submitted an e-visa application for a multiple entry tourist visa. It came back and apparently I spelled my name wrong on the application and they want me to reapply - does this mean I have to pay $200 again???

Yep, 100% it means you lost your application fee due to a data entry error..
That means either you mistyped in the data on one of the fields you fill out OR when you scanned the MRZ area of the data page of your passport and it auto-filled out the information you didn't check to see that it was actually correct (that's most likely what happened ๐ )
I wish that the eVisa site had this pop up before anyone could access it, but sadly this is only thru the eVisa links from the Thai Consulates in Japan. Still it's good info for everyone... If there's a data entry error and you submit your application you cannot correct it. It will be cancelled, you'll forfeit the application fee and have to re-apply and pay again..
