Hi Group do I need to do my 90-day report in person if it is the first report after I came back from an overseas trip and re-entered on a re-entry stamp.

that depends on your local immi some accept online 1st time - most don't it seems. I did my 1st online to Udon Thani immi. You could try to do it online - if accepted you save yourself a trip.

There is no harm in trying to submit on line but you should plan on doing it in person as you will probably get a rejection like this.

Yes, most likely, a New TM30 address registration needs to be filed with Thai Immigration after you have returned to Thailand. ASK your local Thai Immigration office for their filing requirements.
