Why was I directed to counter J2 instead of K1 for my 30-day tourist visa extension at Changwattana immigration?

At changwatana immigration, I was always directed to counter K1. Today they are directing me to counter J2. Any idea why and what is the difference?

C-1 - issuing 90 day visas in country

C-2 - re-entry permits

J - tourist visa extensions, residence certificates

K - visa exempt extensions

L - extensions based on marriage, retirement & raising kids

M - extensions based on employment (except teachers)

N-1 - extensions for teachers

N-2 - ED visa extensions

As a rule counter J does extensions when you have a 60 day tourist visa and counter K does extensions when you are on a 30 day visa exempt stamp.
