They asked me for additional documents 2 days ago, i submitted that and then now they ask me for guranteed letter? Why would they let me apply in the first place? Now there is no any embassy or consulate of nepal in vietnam, i guess they know it. Can i change the application location or i just donated them the fees???

You can't change the location. The requirements were clearly presented on the embassy's website (shared screenshots above). It is up to the applicant to ensure they have what they need to apply.
Correct ✅ they should NOT have even tried to get the DTV visa in Vietnam or in any SE Asian Thai Embassy or Consulate. They have to get it in their home country.
I think you need to get those documents. Just visit the Embassy of Nepal in Vietnam, pay the service fee, and obtain the documents. It's not something I'm wondering about.
Anonymous participant - you would need to reach out to your embassy. That being said, I doubt they will supply you this. It seems like an exception, requiring justification.
