TLDR : Answer Summary
Different consulates in Thailand can require varying amounts of paperwork due to each embassy or consulate setting its own rules and standards. This inconsistency reflects the decentralized nature of administrative procedures in Thailand, where local offices have the autonomy to enforce specific requirements and processes. Additionally, some consulates may incentivize the use of agents or charge extra fees for expedited services, contributing to further confusion among applicants.
Actually, there is a practical reason in many cases: to enforce certain rules. Or encourage certain visa types over others at specific embassies. But in these cases, the answer is to just go to the embassy that is easier for you.
Sometimes it is to encourage agent use or extra payments. An example of this is when a local immigration office might ask "do you need this right now?" and there is an express fee attached. But if you can wait a few days or weeks, then no extra fees.
Why not write to the Ministry of Foreign Affairs and ask them about your experience/grievances? Please feel free to post their reply here.
In the meantime it’s probably best to assume that the word “logic” doesn’t exist in SE Asian countries. They do things differently. Whether for the good or bad is up for debate.
