What are the differences in applying for a Non-Immigrant B visa at Thai embassies in Hanoi, Phnom Penh, Penang, and Vientiane?

I would like to ask if there are any differences or bigger/smaller difficulties when applying for Non-Immigrant B visa (as MD of a new company in Thailand) in following embassies: Hanoi, Phnom Phen, Penang and Vientiane. Could anyone, from their personal experience, either recommend or not which would be the easiest one? Or are they all the same in case I will have all the required documents? Thank you for advice!

people apply for the Single Entry Non Immigrant B visa, get 90 days Admitted to Stay when enter Thailand using this visa and then apply for Extensions of Stay at their local Immigration office. I guess you are not going to find a MD of a new company with experience in applications for this visa at 4 different Thai consulates in 4 different counties.

First time application, with the WP3 form, only a Single Entry Non Immigrant B visa

Depending on the kind of visa he has at the moment the easiest option is to convert it to the Non Immigrant B visa at the local Immigration Office. If the MD is in the north of Thailand, Vientiane would be easy, but have to make an appointment. If a flight to Hanoi is cheap from where he stay, he can go there or when he is in the South of Thailand it may be easier to make your way to Penang. We are not a travel office, so that is for yourself to decide, if you have all the documents in order all Thai consulates are not that difficult.

Thanks for your response. MD of the new company is now in Thailand but in order to change his current visa to the new one (related to that company), he will have to apply outside Thailand, if I am not wrong. And my question is, which of those four would be the least complicated in this case. The person would like to apply for multiple entry visa rather than single entry.
