Which Thai consulates issue the O-A one year multiple entry visa with fewer requirements?

Reading about lesser requirements for visa at „Thai Consulate in Savannakhet Loas and the Thai Embassy in Ho Chi Minh City are the only two who can give the 1 year Non Immigrant O visa based on married with a Thai National without the financial requirements.“ I was wondering if there are any consulates that would issue the o-a one year multiple entries visa with less hassle as well? currently i need to return to germany and get a lot of paperwork done. they require police documents, health documents, even a CV. It would already be helpful if i could to it somewhere nearby. thank you
