YOU are responsible for your own 90 day report (TM47).

All property owners in Thailand are responsible for reporting the arrival of a foreigner within 24 hours (TM30).

Landlord/home owner has a legal obligation to report a foreigner staying, within 24 hours. But if they don't, better it's done by you than you get into trouble for it. The Visa holder has to report where they're living every 90 days

You are doing a 90-day report because you have a Visa in your passport and as the one named in the passport it is you who does the 90-day report.
