before the topic spill over. SA can not get visa in KL only. Other countries OK. The web sides of Thai Embassies , in most cases clearly state which country OK and which not. I close comment.

Almost every consulate has a list of countries, which can not apply for a Visa unless they have residency in that country. As far as seen in reports only KL is refusing South Africans.

A tourist visa can be converted to a Non-B within the kingdom provided your tourist visa got at least 15 days before expiration.

My school is hiring a young woman from South Africa and they've told her to come on a tourist visa and change it here. I tried to tell them that she MUST get her non-b visa in S.A..
