TLDR : Answer Summary
The Non-Immigrant O-A Visa becomes valid from the moment it is stamped into your passport upon arrival in Thailand, not when it is issued by the embassy. This visa is typically valid for one year, starting from the stamp date.

The Non Immigrant O-A visa is valid for 1 year and is mentioned as the valid until date on the visa itself, it start to count from the moment it is attached into your passport. If you visit Thailand during this 1 year, before the Valid Until date you will get 1 year of Admitted to Stay.
