TLDR : Answer Summary
A Scottish friend has a wife and baby daughter from Burundi who want to visit Thailand. While the wife is visa exempt, clarification on her visa requirements is needed as Burundi is not listed on the visa exemption website. It is recommended that they inquire at the Thai embassy in Shanghai. Additionally, they will need a tourist visa and an International Certificate of Vaccination for Yellow Fever unless they reside in a non-prevalent area like China.

They need a tourist visa to get into thailand AND they need an International Certificate of Vaccination for Yellow Fever unless they can prove they live in an area (like china) where it is not prevalent.
