TLDR : Answer Summary
The Burmese national can transit through Thailand without a visa for up to 14 days if he arrives by air. He will not need to clear immigration if he has connecting flight tickets, simplifying his transit process.

As a Burmese arriving Thailand by air, he is eligible for visa-waiver entry for 14 days even if he needs to clear passport control at the airport in Bangkok.

If he transits in Bangkok with connecting flight tickets, he wouldn't even clear immigration in Bangkok.

So he shouldn't have any issue to transit at the airport in Bangkok.
