hello ... I have a friend currently in Chiang Rai who wants to go home to Ho Chi Minh.

Is there any solution ? Air, road ?

If Vietnam is the same as Thailand right now in terms of land borders and flight ban then he's not entering Vietnam.

If Vietnam National, there will be a repatriation flight from Thailand to Vietnam on the 17 th of this month... check with v, embassy for details.
