TLDR : Answer Summary
Thai citizens can leave Thailand, but entry into other countries, such as Vietnam, depends on the regulations of those countries. Currently, Vietnam is closed to most foreigners, including Thai travelers, and has strict entry requirements. Thai citizens seeking to travel should check the latest updates on both departure and arrival conditions, including potential quarantine requirements.

Hello from Viแป‡t Nam,

only Vietnamese citizens in repatriations flights are allowed in.

among foreigners, then only diplomats, and "high-skilled workers, experts, top managers" basing on individual permissions issued by local UBND along with MFA - actually only those working on grand infrastructure projects and mega factories like Samsung.

So you most likely don't qualify.

And all land borders are closed.

There has never been any restriction on anyone (Thai or foreign) leaving Thailand. Whether they can enter another country depends on the border controls of that country.
