TLDR : Answer Summary
The user is concerned about what actions their husband should take after July 31st, given that he holds a Non-O visa and has been in Thailand since the COVID situation. Possible options include applying for a 60-day family extension at the immigration office for a fee of 1900 baht, or waiting for government announcements regarding visa amnesty. They also mention the possibility of planning for a one-year extension and moving money to a Thai bank as a precaution.

If you really want to make sure, start planning to get a one year extension, move money to Thai bank etc...

400k in the bank before the moment you get the 60 day extension and you are IN CONTROL

no... no 400k for 60 days extension. But to extend for 1 year (Once that 60 days is up), you need to have had 400k in your bank for 2 months already.... that’s why you need 400k in the bank at the moment you do the 60 day extension - if you plan to extend the 1 further year after the 60 days. Make sense πŸ™‚

He could get a 60 day visit thai family extension at the immigration office for 1900baht

OR

he can wait until Tuesday when the cabinet meets and they decide what they will do to amnesty holders after July 31st,

Those are his choices.
