Can anybody recommend a plan of action for my elderly parents who are part of the vulnerable/shielding group when the amnesty ends on July 31st?
They are hoping to extend as they don't wish to be exposed to air travel and I'm just wondering if anybody knows what the likely procedure will be and what preparations to comply should they be doing between now and then? Health insurance? Letter from embassy?
I've been on the UK embassy site and not found anything that helps in particular.

first step is getting to the immigration office and seeing if they can get that 30 day extension from their last 60 day tourist visa entry that they got before they went on amnesty

I think the first 30 days extension without any latter's just fill the from TM7 , 2 photos, passport copy with all stamps they need and 1900 THB or I'm wrong ?

they were on a 60 day tourist visa that expired and they're on amnesty now. There are conflicting reports about whether people can get the 30 day extension from an expired 30 day visa exempt or 60 day tourist visa

Could work... but it depends on what type of entry stamp or visa they have.
yeahhh it's all about immigration officers , i have been told that immigration office in ChiengMai good and fast and they are more friendly than bangkok offices
they had an METV and bounced just before the borders shut down

The UK consulate stated at this time that they will not issue any embassy letter stating inability to travel due to covid-19 because the amnesty still has another 17 days left.
