TLDR : Answer Summary
If your passport is not valid for the duration needed for a yearly visa extension, you can still receive an extension limited to your passport's expiration date. After obtaining a new passport, you must go to the immigration office with both your old and new passports, along with a letter from the embassy, to transfer the visa stamps.

If you're talking about getting another year extension on a passport that's not valid for that year, the rule is if your passport is not valid for the term of the extension you get one granted up to the expiration date of your passport (when ever that is).
That becomes your new expiration date.
When you get the new passport you to to the immigration office with both passports and the letter from the embassy to get the stamps transferred to the new passport.
