TLDR : Answer Summary
A friend who left Thailand without a reentry stamp has lost the validity of their retirement visa. To return, they have two options: 1) If they come from a country eligible for a visa-exempt entry, they can get a 30-day stamp upon arrival and then start the visa application process again. 2) If not, they should apply for a single-entry tourist visa from a Thai consulate in their home country before returning. Subsequently, they will need to apply for a 90-day Non-O visa, wait for approval, get it inked, then seek a yearly extension and a reentry permit to avoid future issues.

I apologize to each and every one of you for my blunt, terse, coarse, direct, to the point approach at handing out free entry/visa/extension advice on the group.
Just because it's not the answer you want to hear doesn't mean it's not the real answer
and
just because I don't sugar coat it or hold your hands while I tell you the bad news, doesn't mean I'm not sincere in what I'm saying..
hate the message if you want to, don't hate on the messenger ๐
Remember what Jack Nicholson playing Colonel Nathan R. Jessup in the movie A Few Good Men said,
Sorry, I was going on the premise that he wanted to get back in and BACK ON his "retirement visa"..
Now that he lost the visa he had what is it that 'your friend' wants to do?

We normally don't let these "a friend blah-blah-blah" posts on ๐ฎ because as a rule YOU might not know critical info about your friend so people could give good answers ๐
BUT
He burned his "retirement visa" when he left without a re-entry permit ๐
SO
for him to get back in
IF he comes from a country that gets in to thailand free on a 30 day entry stamp he can come in "visa exempt" get 30 days and then get his act together to start the whole process all over again from zero
Whereas if he doesn't come from a country that gets in 'free stamp' he can BUY a single entry tourist visa from the thai consulate in his country before he wings his way back here and then get his act together to start the whole process all over again from zero
This is the "whole process"
- Applying for the 90 day Non-O visa for 2000baht
**waiting 2 weeks for it's approval,
- going back to get the visa inked in,
** waiting 2 months for the time to run down to 30 days or less, - going back to get the year extension for 1900baht
THEN
getting a re-entry permit so he doesn't run himself off the rails again by leaving without one
