What options do my friends have for staying in Thailand with a Non Immigrant B Visa during the amnesty period?

Looking for advice for couple of my friends who are holding work permit and Non Immigrant B Visa with One Year Multiple Entry (NO extension.. with exit/entry every 90 days). They were supposed to exit Thailand in April 2020 but could not do for obvious reasons. They cannot apply for one year extensions because hotels are closed for business, and their company does not meet staff and other requirements at the moment. The hotel is planning to open around 1 November. What could be different options for them under new amnesty? Many thanks in advance for your help.

TLDR : Answer Summary
The individual is seeking advice for friends who hold a Non Immigrant B Visa and work permits but are unable to exit Thailand due to COVID-19 related hotel closures and employer challenges. They are looking for options available under the new amnesty.

There is no difference for them, If you like to stay they apply for a 1 year Extension of Stay based on Employment,

If the hotel, I guess the employer is closed, they cancel the work permits,

Hotel is closed but company (employer) is not permanently closed. In other words, if I understood correctly, if company wants to keep employing them, then must fulfil all requirements regardless. Thanks.
