Laotians can enter as many times as they want there is no limit to the number of 30 day visa waivers they get. Now you might be having problems of them bouncing out and back in at a specific border but there is no official limit to the number of times they can enter by land

They can get an O visa like anyone else, if they meet the requirements (my wife did this). But as Tod Daniels says most just do border runs every month (or seemingly overstay!)
