Is there any reason why I cannot apply for a Thai multipul entry visa?

if you do not qualify for a year-long multi-entry Non-O visa (retirement/married to a thai) you could apply for a 6 month METV <- that visa is issued to foreigners who work legally in Lao and it specifically states on the Vientiane thai consulate website what you need to provide to qualify for that visa. That gives you unlimited entries of 60 days during the 6 months it's valid for.

They only list 90 day single entry but believe me that consulate will sell the year long, multi-entry no issues, just write MULTIPLE ENTRY and ONE YEAR on the top right corner where you mark Non-Imm visa and pay them 5000baht .
It is available, you just need to meet this requirement: Multiple-Entry Tourist Visa will only be granted to Lao nationals or those with proof of permanent residence in Laos.
