What are the challenges of obtaining multiple tourist visas for Thailand through Laos?

Just wanted to run this scenario by everyone and see what the consensus is. I have been outside of Thailand since mid August staying in Tbilisi, Georgia. While here I got a new passport since my old one was out of pages. I will go to the US in mid December and wanted to come back to Thailand in mid January. My thought was to fly into Laos and get a 60 day tourist visa and then come into Thailand at Nong Kai. I would also extend at immigration for another 30 days in mid March. Then possibly go to Laos and get another 60 day tourist visa if needed. Previously i stayed in Thailand on 2 METVs and 1 education visa. (About 2 years in Thailand all together)

Some people keep on claiming that immigration rules changes constantly or at least on daily basis. Yesterday I was told that all the Immigration rules are cancelled and it all depends on the big brown envelope you hand over on entry and if the officer agree you get days, months or years. And today we have the question, how big is the chance that I get denied entry somewhere march 2020 and if the conversion not work in the following months. Crystal balls are broken down long time ago, best option you have, keep on reading during the next 6 months and ask again if you did miss a few topics.

Won't work. My advice is to go on the proper, long term visa that you are referencing.

You will not get another tourist visa in Laos...Savannakhet will deny it...Vientiane will scrutinize your stays.. One is all that's likely possible.

Other SE Asian Consulates also may deny added visas.

And with your history its best you reconsider living in Thailand. Back to back METV, SETV, visa exempt arrivals with extensions...along with Ed Visa too are being closely watched by Thai Immigration with denied entries reported. And a new passport no longer helps you as Thai Immigration will automatically link your old and new history upon arrival.

I was under the impression that they did not have access to visa entries at the consulate only at immigration. Is this not correct?

not sure what you like to hear as you live inside Bangkok, you should know by now that using short time visa's is not the way to do this. But have a plan B just in case.

I plan on converting to a long term visa probably mid year 2020. I'm just wondering if i have a good chance to get the tourist visa in Vientiane because i have a new passport. I know flying into Thailand it doesn't matter if you have the new passport and I don't want to risk that
