you can NEVER renew a visa at a thai consulate in another country (and FWIW: you can't renew an extension of stay inside the country at the immigration office either). Visas and extensions expire when they expire and you apply for a new one after that.,

The thai consulate in Penang (about the only thai consulate in S/E Asia that was issuing year-long, multi-entry Non-B visas) changed policy and will now only issue a year long multi-entry to a director of a company, so if you're a director of a company you can get that visa in Penang and if you're not all you're gonna get is a 90 day single entry Non-B now.

I did mine in kota bahru (penang was closed due to relocation) in April and got 1 year multiple entry. Company has 1 Thai partner and me.
