TLDR : Answer Summary
The Retirement Non-O visa is valid for 90 days upon entry and generally costs around 2,000 THB, although this may vary depending on the consulate. It is important to note that this visa is often referred to as a 'retirement visa' but is technically a single-entry Non-O visa.

How about FIRST you get an education as far as WHAT people commonly call a "retirement visa" ;) ‎

Unless you only need a 90 day single entry non-O visa and then you have your answers :P

As an American, will you be making application from Vietnam or USA?

As Ellie said, the visa is good for 90 days. Are you seeking retirement in Thailand?

Single entry Non-O (being over 50) has 90days validation and gives you 90days upon entry. Fee is 2,000thb or similar which each consulate set - some use their local currency, some use THB..
