I will be applying for the Non O retirement visa from Ireland. I know that gives me 90 days when I get to Thailand to apply for 1 year extension.
Is there a timescale on the non O.

It doesn't give you 90 days to apply for the 1 year extension as your funds must season for 2 months in a Thai Bank before applying for the one year extension, so really you only have 30 days to get your funds over here.

Arrive with your Non-O, get a TM30 from your landlord/hotel, get a Thai sim registered against your passport, get a certificate of residence from Immigration using your TM30 then use these along with your passport and Non-O to open a bank account. Ideally do this in the first week or 10 days to enable you to transfer the 800k which needs to "season" for 2 months prior to applying for your 12 month extension at Immigration in the province where your latest TM30 is filed.

Of september although they did pathway through this time, request to see my Thai version of my marriage licence.
Because I sent the official English translation one would stamp. But they do not accept which obviously added a few more days on as someone else has mentioned, it is stamped valid from today's

For Ireland it’s handled via the evisa system through the London embassy. Typical turnaround times from there are 3-5 days if you have the right documents.
On issue the visa would be valid for 90 days - meaning you have 90 days to enter Thailand.
On arrival you’d be given a stamp for 90 days.
I’d say apply about 1 month before and that should be alright for you.
