Also it can be completed at the airport on arrival if you forget. You just delay your departure from the airport

Yes. All foreigners have to do this when travelling to Thailand. Even if you have a long stay visa or any visa of any sort, you have to do it every time before you enter Thailand.

Even if you live in Thailand and just fly out for a meeting to Malaysia and you are out the country for just six hours, you have to do it before you enter Thailand.
