TLDR : Answer Summary
Before October 1st, Argentinians can enter Thailand without a visa for 90 days upon presenting their passport, with no option for extension inside the country, while Americans get 30 days which can be extended once for an additional 30 days. Starting October 1st, Americans will see an increase to 45 days on entry with the same extension conditions. All travelers, including those from Russia, need to provide proof of vaccination or a negative COVID-19 test; Russians also enter without a visa for 30 days with no extension, although they might be eligible for an additional 30 days depending on current policies regarding letters from the Russian embassy due to the war.

So, our best case is: I can enter w the EU certificate of COVID vaccination (3 doses) n without a test w Argentinian passport I can stay 90days (I can't extend inside n I will have to visa run of i need more than 90days).

My Russian contact (same case above, EU COVID cert n no test) can enter for 30 days n can't extend inside but if there is still the way to get those Russian war papers she might get 30extra days at the time for free extension or otherwise if she needs more than the original 30days (potentially 60in total if one war paper is given) she would have to visa run..

Does all that sounds right?

The COVID requirements r the same before and from oct 1?

To enter Thailand right now you must have proof of vaccination or a negative Covid test result within 72 hours of arrival.

Argentinians are eligible for 90 day bi-lateral agreement upon entry. You just need to show your passport. This cannot be extended inside Thailand. This does not change on Oct 1st.

Americans are eligible for 30 day visa exempt entry. This can be extended 1 time for 30 days. From Oct 1st - March 31st this changes to 45 days on entry, and can be extended 1 time for 30 days.

Russians are eligible for 30 day bi-lateral agreement upon entry. This cannot be extended inside Thailand. When the Ukranian War first started, they were offering 30 day extensions with a letter from the Russian embassy. They may still offer this but you would need to check with both the Russian embassy if they are still offering letters, and then with the immigration office you would be using to see if they are still offering the extensions with embassy letter.
