What is the experience of obtaining a SETV for a Philippine national in Kuala Lumpur or Penang?

Does anyone have recent experience with receiving a SETV in Kuala Lumpur and/or Penang. Any information would be helpful. This person is a Philippine national and will be flying directly from KUL to CNX. Also are there holidays at the Embassy/Consulate next week. Thanks for your advice.

KL's easy. As long as you have the items on the checklist you're good to go. I was there 30 minutes for the submission and 5 for the pickup.
