if you need go there for whatever reason, then do it, otherwise, dont. i went a few years ago and it was a horrible experience. i am 99% confident they only ever deal with tour groups (taiwanese) and have no idea what to do when someone with a western passport comes around. i eventually got it, after about 2 hours of talking and convincing the lady.

as there is no thai consulate in Taiwan, you deal with the Thailand Trade and Economic Office.
I found reports a couple years old of people getting them but nothing recent.
