I did it Seoul, as I'm a 15 year resident of Korea. As far as I understand, they accept applications only from residents, not tourists (and also Korean citizens, of course). I submitted mine last Monday, and just today they asked for one additional document. Now I'm waiting again.

I live in Tokyo and the DTV is only open to Japanese or foreign residents with permanent residency. I have a long-term working visa but cannot apply. Will apply most likely in Jakarta.
It is strange the way Tokyo is restricting the DTV. Maybe to reduce the number of applicants as there is a massive increase in foreign tourists recently. To bar long term residents without permanent residency though many feel is unfair,

Those are HARD consulates to apply thru unless you LIVE in those countries legally
Japan especially has stringent requirements for the "soft power" category of the DTV
