TLDR : Answer Summary
The application process for a Thai Digital Nomad Visa (DTV) from Japan, especially Osaka, is quite challenging unless you are a legal resident or a Japanese citizen. The consulates in Japan have stricter requirements compared to other Southeast Asian countries, making it advisable to consider applying at a different consulate.

Unless you live legally in Japan as a foreigner or are a Japanese national you're going to find it VERY HARD to apply for a DTV at any of the consulates there

AND

They have set some pretty stringent requirements compared to other consulates in S/E Asia.

So I'd say IF you're not a legal resident of Japan with the correct long stay visa or Japanese give the thai consulates there a pass for the DTV there are far easier consulates you could pick to apply thru

Only permanent foreign residents can obtain DTVs in Japan.

hcmc rather than hanoi? What’s the difference?

I heard both were ok. Keep in mind that I was told by the consulate in hcmc that they are moving to evisa in October and the wait time would be up to 30 days. Staying in a hotel for that long will start to cost you quite a bit. There are only a few more appointments available in hcmc during first week of October. Wait time is 2 days for in person appointment.

Same reason I listed Vientiane not Savannakhet

There is no rhyme or reason, two consulates in the same country can have completely different requirements and vetting process for the same visa

ok I get it’s different but in what way is Saigon better?

Vientiane seems to need an appointment which stands at about one month from now. Is Saigon the same or you can just walk in? Jakarta?

Thanks for your assistance Tod!

HCMC needs an appt too, go to the website and read the requirements of what ever consulate you're thinking of going to

Jakarta is walk in, so is Taipei
