What is the best place to apply for a multiple entry Non-O visa in light of current travel restrictions?

Question for non o spouse/Thai child visa, I was going to head to Penang as usual but it has closed entry, where do you find is the best place is to get the visa and if I have 400,000 in my account do you know any embassy that will give me multiple entry visa ? I normally get a single entry and extend , but the virus has me worrying about visa runs so I'm thinking I'm better to try for a multiple entry and have the 400,000in my account, any help or tips would be awesome thank you in advance.

Go to Savannakhet lao as it's the only consulate currently in the area that provides both single entry 90 day Non-O and multi-entry year long Non-O based on marriage to a thai AND they do not require proof of funds.

Last report from Yangon was they no longer provide multi-entry year Non-O based on marriage even with proof of funds.

I know what's needed have been doing single entry non o for years, they said to go to Burma, I just wanted to see others advice and opinions.
