Is a scanned and printed letter from my wife acceptable for applying for a Non O ME visa in HCMC?

I was planning on getting a Non O ME visa from HCMC based on marriage and child but having gone to work abroad discovered that I have all paperwork apart from the required letter written by the wife. Does anyone know if a scanned and printed letter is acceptable? If not what would be my next best destination on the way back from the West, Penang maybe? I don't fancy Savannakhet as I'd have to transit BKK to get there. I can show USD bank statements if required.
