You can fly to Ubon Rachatani then get the van to Mudahan bus depot then take the bus over the border and get you Laos visa at the border

i believe savannkhet airport has stopped doing visa on arrival now.

As you can see on page 2 of this order in the right column under 3) just above the arrow, it is allowed for you to use the income affidavit.

data page of your passport

lao visa and entry stamp

a filled out application form

Show the original wedding certificate

you sign everything with your name on it, your wife signs everything with her name on it meaning you both sign the marriage certificate

Those things and 2000 Thb get you a 90 day single entry Non-O visa based on marriage.

Or 5.000 Thb and you get the 1 year Multiple Entry Non Immigrant O visa based on marriage only at Savannakhet.
