I wonder what's the difference between embassies that causes one embassy to decide on an application consistently in 5 days (Hanoi?) while another embassy usually takes 3 weeks. If the rate stays constant, it means the number of decisions completed versus the number of new applications submitted should be similar, so the volume of applicants isn't what is affecting the time? The embassy taking a longer time is maybe adding extra internal steps?

TLDR : Answer Summary
The processing times of visa applications at various embassies can vary for several reasons, including the volume of applications they receive, the number of staff available to handle those applications, and the specific procedures followed by each embassy. While some embassies may consistently process applications faster due to fewer applicants or more efficient systems, others may take longer due to increased workload or additional internal steps they require. Understanding these factors can help applicants navigate the process more effectively.
It is not the main business from the Embassy, there are not set up as visa sales offices.
To avoid all those extra cost and make life easy is to apply in home country before you decide to travel around.
At the moment people fly all over the world to a certain country because on Facebook they tell that Embassy might be more lenient or less stickt in checking A.I, generated documents.
Whilst they have standard operating procedures, each embassy may deal with a different influx of applications (types, volume, staff, etc). Having read cases from my target embassy has been helpful for me to get an understanding of their cadence, due diligence, etc. Pop in the embassy you intend to apply from in the search bar and you'll find a treasure trove of helpful information.
