Can someone explain what is meant by, or what peoples experiences have been with Thai Immigration officials’ interpretation of this requirement?

Am I to understand that for a 60-day visa you are supposed to have all your accommodation booked and payed for under your name?
This forms part of the application requirements for a 60-day tourist visa from the Thai Embassy in Melbourne Australia.
