I've heard they are very not-friendly over there many times over the year. Because of that, I wouldn't chance it unless several people chime in now that they've had good experiences there very recently.

I've heard Phnom Penh is the least friendly consulate over the years for tourist and business visas. Have you heard differently? I did my biz visa in Penang one year, and found them to be quite alright though not necessarily friendly, but overall have always found it quite hospitable in Vientiane. Ideally, all consulates would be equal and we could have alot of fun mixing it up by going to different ones throughout the region annually/ semi-annually depending on the situation.

There certainly are far more "user friendly" thai consulates in S/E Asia than the one in Phnom Penh. The thai consulate in Vientiane Lao is the easiest and most user friendly one to use BUT it is also the busiest one too

Thaiz get into Lao with just their thai i/d but they need a passport to get into cambodia
Will it be a problem for my thai partner to come with me if he doesn't have a passport?

The thai consulate in Cambodia takes 3 working days to process a visa. You turn your paperwork in one morning and you go back two days later to pick up your passport.
The website tells you what you need as far as proof of onward travel, proof of hotel booking and proof of finances.
