Okay, you can ONLY get a 90 day single entry Non-O visa based on marriage in Vientiane.
You can get a year-long, multi-entry Non-O visa based on marriage from Savannakhet.
That visa costs 5000baht and you get stamped in for 90 days, then you exit/re-enter the country and get another 90 days. You do that for the year the visa is valid for. You can get 15 months of stay (in 90 day increments) out of that visa.
