In general, the person finds an employer, the employer get all the documents together and hand over these documents to convert from Visa Exempt Entry or Tourist visa into the Non Immigrant B visa at the Immigration Office or send the employee to an Thai Consulate to apply there for the Non Immigrant B visa.

Thai Embassies are open for applications.

But if he need to travel, I guess best option is the home country/ But even then coming back into Thailand could be more difficult
