TLDR : Answer Summary
To obtain an employee visa in Thailand, the individual must first find an employer who will collect the necessary documents. These documents are then submitted to convert a Visa Exempt Entry or Tourist visa into a Non Immigrant B visa at the Immigration Office or at a Thai Consulate.

In general, the person finds an employer, the employer get all the documents together and hand over these documents to convert from Visa Exempt Entry or Tourist visa into the Non Immigrant B visa at the Immigration Office or send the employee to an Thai Consulate to apply there for the Non Immigrant B visa.

Thai Embassies are open for applications.

But if he need to travel, I guess best option is the home country/ But even then coming back into Thailand could be more difficult

are any consulates actually accepting visa applications now? For example, Malaysia is still closed to foreigners until August 31st.
