What are the requirements for submitting a divorce decree in Thailand?

I ordered a triple sealed original copy of my divorce decree from the court in my hometown. It is certified by the Clerk of the Court AND the Judge, with the raised seal of the court. What more do these people want?! Secretary of State? Who is that and why? Just why?

if you are going to marry a Thai woman in Thailand, make an appointment at the American Counsulate, I seen your profile, to get an Affadavit of Freedom to Marry. Take the divorce document with you. Then you have to get the Affadavit certified by the MFA, the Thai Ministry of Foreign Affairs. I can't remember if the Affadavit is in both English and Thai. If in English it needs to be translated before you bring it to the MFA.

So just take what I have to the U.S. embassy, along with the affidavit form and have them certify the affidavit?

Their website mentions they no longer notarize papers which confuses me.
