Hello, I entered Thailand on my dtv visa for the first time almost 90 days ago. I also completed the new Thailand Arrival Card just prior to entering.
Is the digital TM 47 form found on the “Notification of Staying in the Kingdom over 90 days (Online)” portal, all I need to do at the 90 day mark? Is anything else required for 90 day reporting in regards to both the arrival card and my dtv visa?

TLDR : Answer Summary
Upon entering Thailand with a DTV visa, the individual must submit a 90-day report using the TM47 form. Initially, this must be done in person at an immigration office, as the first report cannot be submitted online. While subsequent reports can typically be done online, the individual's unique situation of frequently leaving Thailand every 180 days may necessitate in-person visits for each reporting requirement. Additionally, the TM30 form must also be presented when required, and it's advisable to have it printed before attending the immigration office.

But you won't be able to do it online. The official requirements state that you must do it in person at immigration the the first time after entering in Thailand. You can then do it online each time after that.
Since most people on DTV will be leaving Thailand every 180 days, that means you'll have to do it in person every time, because they will all be your first time after entering Thailand.
You can try to do it online, but there's a 99% chance it's returned as rejected and telling you to go into the office in person.
You can try online and if rejected then go in person. You can do it until 7 days after the due date in person. The window to do it online varies by immigration office but you can never do it late online.
