I don't know specific situations but flights doesn't mean entry. I keep seeing people booking holidays for September will little or zero chance of being to be able to return by then.

this is true. And anything is possible. But complicated. And quarantine on arrival. And many boxes to tick to get in. I would aim for Thailand next year at earliest if coming from outside
